Andrew Smigielski, PE, PTOE, PTP, founding Member of SWTE, serves as the Principal/Senior Traffic Engineer of SWTE. Andrew has extensive experience in the civil engineering field, specializing in traffic and transportation engineering at both the state and local levels. He has significant experience in the planning and design of urban roadway improvement projects, designing traffic calming measures for established and new neighborhoods, public meetings and speaking, and resolving circulation issues for public schools and church facilities. In addition, he has written and prepared reports for a wide range of public projects including downtown circulation studies, neighborhood traffic studies, Candidate Location for Operational and Safety Evaluation (CLOSE) reports for Federal grant monies, annual signal warrant studies, traffic impact analyses for both public and private clients, and traffic calming tool evaluations.

Andrew has had substantial experience in the analysis of traffic and transportation issues, development of means to address them, and the design of engineered project solutions to solve these issues. Throughout the process, his fundamental understanding of public involvement and public participation practices allows for projects that are not only successful technically, but are also a success in the eyes of the public.
